"CloudTesting(TM) Lab is running" is shown and cannot launch CloudTesting™ Lab/CustomIPSelector

I tried to launch CloudTesting™ Lab or CustomIPSelector, but I get the following error message and cannot launch it.

Please tell me how to deal with it.

Check whether CloudTesting(TM) Lab is already running.

If you cannot confirm that it is running, follow the setps below.
(1)Restart the PC.
(2)Delete the following file if it exists.
%USERPROFILE%\CloudTesting Lab\CTLab_lock
